ArmInfo. The process of community consolidation is aimed at devastating the border villages of Armenia. Economist Tatul Manaseryan said at a press conference on October 13.
According to Manaseryan, he is not against the idea of uniting communities. He opposes the process, which is carried out by force and in addition to the will of the local population. "The Government, without asking the opinion of the residents of the communities, not taking into account the opinion of experts, and even a number of officials very skillfully conducted the corresponding law and today, on quite legal grounds, stimulates the migration of the population from Armenia," he said.
According to the expert, the consolidation of communities on this principle stimulates urbanization, and moving to cities, then residents of communities and completely emigrates from the country. According to Tatul Manaseryan, the program, whose authors talk about its dividends in the form of savings, is motivated by foreign grants and is aimed at devastating the border villages of Armenia, which is a threat to the national security of the country. "The issue should be at the center of attention not only the financial block of the Government, but also the National Security Service," the expert stressed.
Recently the Minister of Territorial Administration and Development David Lokyan gladly announced that at the end of the year, 34 enlarged communities will appear in Armenia and, as a result, their number will reach 52. At the same time, the Minister called for not calling the process a reduction in communities, but an optimization in terms of both costs and management.
