ArmInfo. The National Assembly of Armenia ratified the agreement on the development of TRACECA multimodal transportations at a meeting on February 8 with a reservation. According to the First Deputy Minister of Transport, Communication and Information Technologies of the Republic of Armenia Gagik Grigoryan, the agreement was signed on June 16, 2009 during the 7th meeting of the Intergovernmental Commission of TRACECA in Cholpon-Ata.
The document was signed by Armenia (with reservation), Azerbaijan (with reservation), Kazakhstan, Tajikistan,Georgia and Kyrgyzstan, being a continuation of the agreement signed in September 18, 1998 in Baku on the creation of the transport corridor Europe-Caucasus-Asia. The agreement regulates the relations between transport organizations, multimodal transport operators, consignors, consignees, other individuals and legal entities acting on behalf of the cargo owner, while performing multimodal transport of goods, determines the rights, duties and responsibilities of each transport participant.
The agreement is applied in the field of multimodal transportation of goods between the member states and transit through the territories of countries carried out by carriers registered in the territory of the state of one of the parties with points of departure or destination located on the territories of the states of the parties using all modes of transport. With a view to creating a unified legal framework for the development of multimodal transport, the parties will seek to harmonize legislation through the use of definitions and based on the concepts contained in this document.
The right to carry out multimodal transportations is given to the operator - to an individual or legal entity that concludes a multimodal transportation contract and assumes full responsibility for its execution by issuing a multimodal transfer or non-transfer document that organizes multimodal transportation on its own behalf.
