ArmInfo. Individual auto-importers on April 23 organized a protest action outside the building of the State Revenue Committee (SRC) of Armenia.
They are dissatisfied with the fact that, despite the approval by the government of the new taxation procedure, they continue to receive notifications about the imposition of an administrative fine. In addition, "private traders" are protesting against the price of customs clearance and queuing for auto-customs. They met with the head of the SRC David Ananyan.
At the end of 2018, auto-importers came out to protest against the new procedure for taxation of the sphere, which entered into force on June 1, 2018. According to the new order, in the case of the sale of the 2nd car, they are taxed at 20%. As the auto importers assured, they were not informed, because of which they were fined large sums. As a result, the Government of Armenia on March 7 at the regular meeting of the Cabinet approved the draft amendments "On amendments and additions to the Tax Code of the Republic of Armenia", where, among other things, it was said that when selling a second car, the tax will be reduced to 1% of the price car, but not less than 150 drams for each horsepower. The norm will be given a retroactive effect from July 1, 2018, which will allow to recalculate the tax debt accumulated since the entry into force of the new tax regulation. In addition, the Ministry of Finance proposed to exempt from paying tax in the case of selling a car after 365 days after its purchase.
According to avtoimoprterov, customs clearance of the car "flies in a pretty penny" - customs calculates the cost of customs clearance, plus the cost of car transportation to the price. They also state that, despite the wide PR campaign that today in Armenia it is possible to issue a vehicle within 20 minutes, in practice the process is long and expensive because you have to pay for parking.As the head of the SRC, although the bill was passed by the Cabinet, according to the order, it should be adopted by the legislature. "At this stage, the tax authorities are obliged to adhere to the framework of the current legislation," explained Ananyan. At the same time, he said, the tax will refrain from the application of administrative measures. The chief tax officer promised that the employees of the SRC would not send notices and fines and disturb importers of auto-individuals.In addition, David Ananyan denied rumors that transportation, the so-called freight, is included in the cost of the customs value for auto-importing individuals. "From May 1 of this year, according to the rules of the EAEU, the payment on the auction, the commission payment and all other payments related to the purchase of a car will be included in the price," he explained."In 20 days, natural persons in Armenia cleared 6700 cars, paying 2.9 billion taxes in the form of customs duties and VAT to the budget. 80% of importers are trying to deceive SRC in any way, but we, for our part, do not want to be deceived." - said the head of the SRC According to Ananyan, in conditions of a high degree of tolerance on the part of the state, it is not very correct for auto importers to act as a claimant.
