This was stated by the Prime Minister of Armenia Nikol Pashinyan on October 9 on the sidelines of the scientific and practical symposium titled "What to do-2 Economic Revolution: Perception and Launch".
As the prime minister pointed out, in one of his last reports of previous years, as an indicator for the reduction of the "shadow economy", the IMF stated that if the ratio of taxes to GDP in the Republic of Armenia increases by 0.3% y-o-y, this will be the best success for the country. "Today we have improved this indicator by about 1.2%, that is, four times more than the best IMF recommendations. There are obvious facts that we have an unprecedented situation with a reduction in shadow," Pashinyan said.
But at the same time, Pashinyan noted that <there is bad news>. According to the prime minister, they are associated with a component relating to human behavior. As Pashinyan pointed out, this phenomenon will most likely have to be reconciled in the hope that it will change over time. "I'll give one very sad example. You know that this year the celebration of Independence Day was mainly held in Gyumri, and 15 thousand people visited the city. They can testify that there was no place in restaurants and cafes all day, there was a big economic movement "It became interesting to me what kind of trade turnover was recorded on September 21. And it turned out that on that day as many trading checks were recorded as on previous days," he said. According to him, this is actually very bad news. "This is exactly what we have in mind when talking about partnerships between business and the state. Business sector in Gyumri knew that this day the tax would not conduct inspections and raids in the city. The government took such measures to create new opportunities for local business by organizing such a grandiose event. Should business take retaliatory steps? And here the logic of partnerships is important - the economic revolution cannot be a monologue. It must be a dialogue, "the prime minister said.
In conclusion, Pashinyan returned to the good news, noting that, according to the results of the 8 months of 2019, 75 million more sales and cashier checks were hit in the country than in the same period last year, and by the end of October the figure reached 85 million.
