MPs from the ruling "My Step" faction Babken Tunyan, Varazdat Karapetyan and Artak Manukyan proposed legislatively enshrining the ban on the inclusion of high wages of employees in the formation of tariffs for goods and services provided by the distribution networks of Gazprom-Armenia and other companies providing public services.
As stated in the justification of the draft decision on introducing amendments to the RA law "On Energy", the primary goal of the initiative is to ensure the principle of justice in terms of wages in the energy sector - an important area of public services. "The approach is enshrined in the program of activities of the Government of the Republic of Armenia, approved in 2019," the authors of the project remind.
In particular, the project makes an attempt to regulate the upper threshold of the salary fund, which is included in the tariff for goods and services. According to MPs this will allow for a more equitable distribution of the salary fund, and would soften the gap between the upper and lower salary thresholds in these organizations. "These companies can continue to pay high salaries to senior executives, but from now on (if the law is passed) they will not be able to do this with public money, but only at the expense of their profit," the bill says.
