Heritage party: Implementation of Motor Third Party Liability Insurance [MTPLI] in villages requires systemized approach

Implementation of the Motor Third Party Liability Insurance [MTPLI] in villages requires systemized approach, deputy from the opposition Heritage party, Armen Martirosyan, said at today's press-conference when commenting on the order of registration and account of transport means, approved by the government. He welcomed the decision of the government to simplify transport registration procedure but said that the given order does not fully resolve problems of non-residents. He said that Heritage party has drawn out its own machinery of MTPLI implementation in villages and will submit it to the government on 21 December, in the course of the motor race organized by the party as a protest against MTPLI.
For his part, the RPA deputy Gagik Minasyan said that the law on MTPLI first of all protects interests of the side which suffered in an accident. The insurance protects interests of the guilty and suffered sides of an accident.
Armen Martirosyan recalled once again the Heritage party supports the idea of MTPLI implementation in the country but thinks that such an innovation is not timely especially for the low-income citizens of the country. He also added that the law on MTPLI has several aspects that contradict Armenian Constitution. He said that MTPLI tariffs are very much high, whereas the compensation size does not make it possible to fully cover losses of the suffered in an accident sides. He also said that MTPLI promotes enrichment of a certain group of persons.
Armenian insurers started selling MTPL policies on October 18 2010. The Law on Motor-Third Party Liability Insurance will come into force on 1 January 2011. The law introduces the concept of an insurance agreement concluded for a period ranging from 3 months to 1 year (for the vehicles imported temporarily or in the transit regime the period is minimum 15 days). According to the tariff plan approved by the Central Bank of Armenia and worked out by the self-governing organization "Motor Insurers' Bureau", the minimal amount of the basic insurance premium is 18634 AMD, and maximum - 110313 AMD. At present only 10% of the registered vehicles bought MTPL policies.
