State Committee of Real Estate Cadastre presents system-based changes to Union of Banks of Armenia
ArmInfo. The Armenian State Committee of Real Estate Cadastre under the Armenian Government presented cadastre system-based changes for 2012 to the Union of Banks of Armenia on Tuesday.
"The banks are one of the most active users of the electronic system. We will create an opportunity for the banks to register the citizens' applications for mortgage loans and loans against property online on the official website of the State Committee of the Real Estate Cadastre", said Khazhak Karayan, Advisor to Chairman of the State Committee.
According to him, no changes are envisaged in the electronic document turnover. The system-based reforms only imply simplification of the cadastre activities, particularly, regular renewal of the database of the State Committee of Real Estate Cadastre, cancellation of the compulsory measurement of the property, which is not subject to primary registration. All this will also simplify the banks' work with the customers.
To note, starting from 2012, the state registration of property rights in Armenia will be through one instance. The notarial certification of the transaction with property will become non-obligatory. The State Committee's acknowledgement of the authenticity of signatures will be an alternative to that. Those applying for registering property or receiving information will be able to apply to any branch of the Committee regardless of location of their property. In addition, the persons having an e-mail, will be able to register their applications online on the official website of the State Committee of Real Estate Cadastre without visiting the Committee, as well as to follow the process of discussions of their applications. For that purpose they will be provided with a login password. One more simplification of state registration of property is privatization of the property measurement function in 2012. The payment for state registration and provision of information will also be simplified. Now the amount of the payment for these services depends on the area, location, target purpose and use of the property, next year the payment will make up 25 thsd and 10 thsd AMD respectively.
