ArmInfo. The Board of the Eurasian Economic Commission adopted changes to the procedure for filling out an application for the release of goods before filing a declaration for goods and the structure of this document.
As the EEC press service reports, the changes provide the possibility of identifying authorized economic operators (AEOs) of foreign partners as part of the mutual recognition of AEOs. An application for release before filing a goods declaration is a simplified customs document that reflects the minimum information for customs control. This document is actively used by AEOs. Until recently, there was no provision for indicating in the said application information about foreign AEOs, which prevented the full use of their status when releasing goods before filing a declaration for goods in the event of a mutual recognition agreement. "The adopted changes will contribute to the practical implementation of agreements on mutual recognition of operators and the further development of the AEO institution in line with the main international trends," noted EEC Minister for Customs Cooperation Eldar Alisherov. The Institute of Authorized Economic Operator is an internationally recognized standard of the partnership program, and AEO is a special category of persons who are provided with simplifications in carrying out customs operations and customs control as persons who meet certain requirements.
Paragraph 8 of Article 430 of the EAEU Customs Code establishes that, under international treaties of the Union with third parties, certain special simplifications provided for in Article 437 of the Code may be provided on a reciprocal basis to authorized economic operators of states that are not members of the Union.
