Insurance agents deceive unaware villagers
ArmInfo. In the regions of Armenia agents of the local insurance companies are engaged in insurance of agricultural tractors not subject to insurance, Eduard Hovhannissyan, Chairman of For Protection of Drivers' Rights NGO, said in a press conference in Yerevan on Monday.
He said that by data of the Agricultural Ministry the maximum power of the tractors exploited in the regions does not exceed 32km/h. In the meanwhile, the tariff plan of OSAGO (motor third-party liability insurance) says the motor vehicles with maximum engine capacity below 50hp and cubic capacity below 50 cu cm are not subject to compulsory insurance.
Commenting on readiness of Armenian drivers to OSAGO that will come into effect on Jan 1 2011, E. Hovhannissyan said that it was unexpected for drivers. Motor third party liability insurance had been discussed for over two years in Armenia and no public awareness raising measures have been taken. In fact, drivers still confuse OSAGO and CASCO.
He said a total of 450,000 motor vehicles are subject to compulsory insurance in Armenia. By official data, the annual number of road accidents in the country is nearly 2500. OSAGO will increase the official statistics 5-7-fold. Experts say the real number of road accidents in the country exceed the official data tenfold.
As regards the structures charged with introduction of OSAGO in Armenia, he said activity of the Road Police officers may become an obstacle to successful service of drivers as part of OSAGO contract. E. Hovhannissyan said that at present when motor third party liability insurance has not come into effect yet special officers of the Road Police whose number does not exceed 10 people are unable to serve 7-12 road accidents. They often arrive at the spot with big delay. After introduction of OSAGO when the number of the registered road accidents will increase, one will have to wait for the road police throughout a day, whereas in winter season they may not arrive at all, he said.
