Motor third party liability postpones introduction of compulsory medical insurance in Armenia

No compulsory types of insurance are expected in Armenia within the next two years, Executive Director of Garant Limens insurance company Artak Martirosyan said when commenting on possible introduction of compulsory medical insurance in Armenia. "At present a concept of introduction of compulsory medical insurance is being worked out, and the possible risks that may arise when establishing this institute are being considered. However, I do not think that a decision on introduction of compulsory medical insurance in Armenia will be taken within the next two years", he said.
When touching on the factors restricting the sooner introduction of compulsory medical insurance in Armenia, Martirosyan pointed out the low living standards of the citizens, as well as the fact that the country already has one compulsory type of insurance. "It is also important that the citizens should understand the necessity of this product", said Martirosyan.
To note, the local mass media regularly point out the supposed time of introduction of compulsory medical insurance – two or three years. At the same time, no planned measures are being taken for that purpose, and experts think that this make them doubt that compulsory medical insurance may be introduced within the next 10 years at least.
According to some experts, the stumbling block is the fact that Health Ministry does not want to refuse the budget funds directed to treatment of socially vulnerable layers of population and the deceases which must be treated free of charge. The great efforts should be made for introduction of the obligatory medical insurance, first, to define the ways for development of the medical insurance and unify the model of the obligatory medical insurance. Then reforms should be made in the healthcare system.
The problem of the obligatory medical insurance in Armenia is also connected with the fact that insurance agents have no methodological guidance in the sphere of standardization of procedures, including the relations with medical companies. The insurance agents themselves say transference to the obligatory medical insurance is not an affair which may be implemented in the near future, as there are many unclear and unsettled problems. However, they do not deny, it is necessary.
It should be noted that as of late 2010 there were 5 insurers in the segment of compulsory medical insurance: Garant Limens, with 303.8 mln AMD premiums for that type of insurance, INGO Armenia with 256.1 mln AMD, Rosgosstrakh Armenia with 211.5 mln AMD, Cascade Insurance with 207.8 mln AMD, and RESO with 87.4 mln AMD.
