Armenia postpones implementation  of compulsory health insurance

ArmInfo. At present, the Armenian Ministry of Health is not ready to name the deadlines for the gradual introduction of compulsory health insurance (OMI). "The issue is on the agenda of the government," Deputy Minister Samvel Margaryan said at a meeting with journalists on March 6, answering the question of ArmInfo, urging not to be fixed on specific terms. Meanwhile, it was previously reported that from the second half of 2018 the social package will cover the most unsecured segments of the population - 612 thousand people, to which, after a year, all the others should join.

ArmInfo. Lately complaints have  been received from consumers and mass media in the Armenian Auto  Insurers' Bureau that some insurance agents call and offer to  conclude an OSAGO(Third party liability insurance) contract with the  insurance company with which these consumers did not have and do not  have an OSAGO contract. ArmInfo. The share of retail  insurance in the portfolios of premiums of Armenian insurers amounted  to 56.1% (19.6 billion AMD), corporate - 43.9% (15.3 billion) in  2017. At the same time, the capacity of the retail insurance market  accelerated the upward trend to 4.5% from 0.2% in 2016, and, at the  same time, corporate insurance growth slowed to 8.5% from 12.1% in  2016.  Before the introduction of OSAGO in Armenia, as well as  compulsory individual health insurance of state employees, the share  of corporate insurance significantly prevailed over retail.

ArmInfo. The volume of accrued  insurance premiums for compulsory motor third party liability  insurance amounted to 13.9 billion AMD in the first 9 months of 2017,  an increase of 4.6% over the year, versus growth of 1.7% a year ago.  At the same time, the volume of insurance claims paid was 8.2 bln  AMD, with a sharp output of the annual dynamics from a 1.6% decline  to a 34.4% increase. This is evidenced by monthly reports published  by the Bureau of Motor Insurers of Armenia on OSAGO.

In Armenia, the capacity of the retail insurance market has improved the annual trend from minus 0.2% to plus 3.5%, while accelerating corporate growth from 0.9% to 4.2%

ArmInfo. Armenian insurance companies refunded 11.98 billion drams for the 9 months of 2017 or $ 25.1 million for the various classes (figures are presented from the reports of the portfolios of the CB according to the standards of the Central Bank of Armenia). On an annual basis, insurers' reimbursements increased by 19.3%, against growth of 4.8% a year earlier. At the same time, the Armenian insurance premiums recorded an annual growth of 3.8% - up to 24.6 billion AMD or $ 51.3 million, against growth of 0.3% a year earlier. According to the Ranking of Insurance Companies of Armenia, prepared by IA ArmInfo, five companies provided annual growth of payments, the largest in RESO insurance companies - by 61.8% and Nairi Insurance - by 52.4%, and the only annual decline was fixed from Rosgosstrakh Armenia Insurance Company - by 0.6%.

ArmInfo.Automation of all OSAGO processes is actively underway in Armenia. For 7 years since the introduction of compulsory motor insurance to this day, many steps have been taken to improve not only this segment, but also the insurance market as a whole. As a result, for 2011-2016, the premiums on compulsory motor third party liability insurance increased by 22% to 18.2 billion drams, holding the dominant in both the portfolio of fees and payments. The number of vehicles with the contract for compulsory motor third party liability insurance increased for the period from 2012-2016 from 390,266 to 468,171 units, and the loss ratio for OSAGO from 74% decreased to 55.3%. But only in 2016, loss-making increased by 2.3% due to the introduction of the euro-mechanism mechanism since March, and the continuation of growth in 2017 to 61.7% in August was due to the transition from April to a system of direct reimbursements. Taking into account the impact of these changes on OSAGO processes, the loss ratio for this class by the end of 2017 is projected in the range of 65-68%. But the development of the insurance market of the Republic of Armenia is not limited only by the internal changes in the procedures. For more than a year the Green Card Bureau has been discussing the process of Armenia's possible membership in the system of international motor third party liability insurance. Vahan Avetisyan, Executive Director of the Bureau of Motor Insurers of Armenia, spoke in more detail about the situation on the segment of compulsory motor TPL insurance and development prospects in a conversation with ArmInfo correspondent.
