ArmInfo. The process of consolidation of communities will continue in Armenia. The First Deputy Minister of Territorial Administration and Development Vache Terteryan in the National Assembly of the Republic of Armenia, who presented amendments to the laws , announced this on June 8. Both bills were adopted by the country's parliament in the first reading today.
According to the deputy minister, the package presented by the government is aimed at strengthening the capacity of local self-government bodies, increasing the effectiveness of their activities. As of today, 18 large communities have been formed in Armenia, which have united 140 small communities.
The proposed package proposes to form another 34 enlarged communities, which will include 328 small communities. After the adoption of the bills of these communities, new elections will be held, following which new bodies of local self-government will be formed. According to the election results, the head of the community will be elected, as well as councils of elders. Communities with a population of up to 10 thousand people will be represented in the council of elders by 10 representatives, and over 15. In all the enlarged communities, the institution of administrative leaders will necessarily be established. In addition, one full-time employee will deal with office work. We are talking about the procedure for forming the governing body of an enlarged community with a minimum number of employees, which will be approved by the council of elders. The enlarged community will have a consolidated budget and a five-year development program, which will allow the formation of a system for the effective management of financial resources and their distribution.
