ArmInfo. The Russian company RT-Invest Transport Systems, which is the operator of the Platon system, is ready to invest in the Armenian economy within the framework of a private investment initiative.
The adviser of the company Alexander Bondarenko stated in an interview with ArmInfo. "Our company has technologies that are developed within the framework of the project "Platon". They have been successfully implemented in the transport industry in Russia. If Armenia has an interest in our developments, then we are ready to implement the project without attracting public funds. With a sufficient volume of the market, we can also talk about the localization of production," he said. Adviser to RT-Invest Transport Systems also explained that Platon is a system of charging for compensation for damage caused to motor roads of public use of federal significance by vehicles having a maximum permissible weight exceeding 12 tons. "The most important thing is that the products and solutions that our company implements are built on open source, which allows us to flexibly integrate new services," said A. Bondarenko.
He explained that in the case of choosing an operator with a closed system of codes, the customer will need to pay fairly large funds annually to the owner of the technology. "In fact, the customer falls into a technological dependence, the process of getting rid of it will be quite costly. When the system is based on open source, there are no royalties, and accordingly there is no dependence. The customer is offered the so- called technological sovereignty, "the expert explained.
According to him, the company's experience provokes a high interest among foreign partners from the CIS countries. In particular, the interaction with Kyrgyzstan and Kazakhstan is being carried out within the framework of the EAEU.
Speaking about Armenia, A. Bondarenko noted that at present a whole generation of specialists working in the IT industry is preparing in the country. "I am confident that in the future, graduates of Armenian universities will be able to successfully work in the IT services market, they will be in demand both in Armenia and abroad," said Adviser RT-Invest Transport Systems.
He noted that the company is the operator of the Russian charging system, to which more than one million vehicles are connected, and the system covers over 50,000 km of highways. "This is the largest figure in the world, the nearest competitor is the Germans with a covering of 15,000 km," A. Bondarenko stressed.
RT-Invest Transport Systems is a project company that implements the Concession Agreement with the Federal Road Agency (Rosavtodor) to create a charging system for the compensation of damage caused to motor roads of public use of federal significance by vehicles having an authorized maximum mass over 12 tons. The company, being the operator of the system of collection of fees through its own and borrowed financing, provides the full cycle of creation of the Platon system: designing, creating and putting into operation, operation and modernization of the system. The state system "Platon" was created to attract extra-budgetary funds to the development of road facilities. All collected funds are received daily by the Road Fund and sent for repair and construction of roads. The system helps to reduce the burden on the state budget, contributing to an additional improvement in the transport and operational condition.
