The Investigative Committee of Armenia, in the criminal case on embezzling shares of a businessman of Armenian origin Levon Marcos for a large amount of the "Credit-Yerevan" bank and the company "Lev Marced", received data mentioning the name of the third president of Armenia, Serzh Sargsyan.
These facts testify to the unprecedented abuse of power by high-ranking officials, representing at that time the executive power, which, exceeding their official powers, violated the law. The report says that according to the information received in this case, Serzh Sargsyan was mentioned among the persons involved in the alienation of Levon Marcos objects without his knowledge and depriving the businessman of the property rights, when he was then the RA Minister of Defense and Secretary of the Security Council, and later - President of the RA, ed.). The new facts obtained in this case were transferred to the Prosecutor General's Office of Armenia for its transfer to the CAS.
In the case of embezzlement of the shares of the "Credit-Yerevan" bank and the "Lev Marsed" company, a criminal case was filed on a particularly large amount in accordance with Article 178 of the RA Criminal Code. In this connection, on November 2, 2009, it was decided to involve Levon Marcos on Article 178 of the RA Criminal Code as an accused person. As a measure of restraint, an arrest was chosen, and L.Markos was declared wanted. On November 23, 2009 the case was suspended. However, on May 18, 2018 the decision of the prosecutor canceled the arrest warrant L.Markos and resumed the suspended production of this criminal case, the conduct of a preliminary investigation on which was entrusted to the Chief Investigation Department of the SC of the RA.
On June 19, 2018, Levon Marcos voluntarily appeared in the preliminary investigation body and was interrogated. During the investigation, new facts were revealed about the actual circumstances of Levon Marcos' acquisition of the shares of the "Credit-Yerevan" bank and investments in the factories belonging to the latter. In particular, according to Levon Marcos's testimony, a high-ranking official offered to buy the bank, which concealed from the businessman the true financial condition of the bank, namely, insolvency, which the investor learned only after he began investing in the bank and owned factories. Moreover, after revealing the true state of the financial condition of the bank, Levon Marcos received a demand to transfer a part of the property belonging to the "Credit-Yerevan" bank to a high-ranking official, which was rejected.
After that, against L.Marcos, an illegal criminal prosecution began, he was put on the wanted list with a view to ban his return to Armenia. Subsequently, he was informed that his employees had been fired from the bank, and the bank and part of the objects belonging to L.Marcos in Armenia-the Yerevan Machine- Tool Plant named after them. Dzerzhinsky and three markets, without his knowledge, were alienated under unclear circumstances. According to the businessman, he was deprived of ownership of the Kapan Copper- Molybdenum Plant.
The law enforcement bodies of Russia rejected the demand of the law enforcement bodies of the Republic of Armenia to deport Marcos to Armenia. Then this criminal case was sent from Armenia to the Russian Federation, where as a result of the preliminary investigation the innocence of L. Marcos was proved, and the criminal case was dismissed. It should be noted that on December 17, 2017 Levon Marcos addressed Serzh Sargsyan through the media with an open letter urging: "Demonstrate, at last, civic courage and make a fair and lawful decision on the return of my property and compensation for the financial losses that I incurred. , that sooner or later justice will triumph, but why do not you so persistently want it to happen during your presidency? Return the deceived Armenian businessmen of the Diaspora their property raidered with yours and with your direct participation. The final and irrevocable decision of the law enforcement bodies of the Russian Federation, which assumes the recognition for me as a citizen of the Russian Federation of the right to return all my property illegally selected in Armenia. You most certainly do not like this verdict of authoritative investigative bodies of Russia. It's time to return the legally owned and raider-seized property in Armenia.
The same letter says that, in addition to the "Credit-Yerevan" bank, Levon Marcos bought Sisian stone processing plant, Kapan Copper-Molybdenum Combine, Basalt Jrvezh OJSC, Agreenex CJSC, Hrazdan greenhouse complex, complex "Sevan Motel", "Intermotor Armenia" CJSC (in 2002 this company was the official distributor of Mercedes Benz in Armenia), "Zepur" beauty salon. And long before that, Levon Marcos in Yerevan already owned three markets: "Yerevan Market N1" LLC (near GUM, now "Tashir"), "Yerevan Market N2" LLC ("Covered Market" on Mashtots Avenue) , "Yerevan market N7" LLC (in the 3rd Nork massif) Among the names to whom were transferred the raidered objects of L.Markos, in this letter are mentioned Samvel Aleksanyan, Gagik Khachatryan and others (Lfik Samo, Black Gago, and others).
