The lion's share (77.3%) of current tax audits and studies of the State Revenue Committee of Armenia (SRC) accounted for checks on the issue of cash receipts, the number of which at the end of 2019 was 10,094. This was announced during a January 13 press conference dedicated to the results of 2019 of the year, chairman of the SRC David Ananyan told reporters.
According to him, violations were identified in 7,048 cases, as a result of which the SRC established fines in the amount of about 1.5 billion drams. "But the fiscal part of the issue is not so important for us here, but, first of all, the formation of a common culture of using cash registers in the country," he emphasized. In this regard, the head of the SRC noted that, unfortunately, today there is no need to talk about 100% of their (cash registers) application, however, there are certain trends that indicate a gradual improvement in the situation, especially in the regions.
Ananyan said that from December 28, 2019 On January 6, 2020, as a result of the study, it was revealed that the number of cash receipts issued throughout the country increased by 32%, amounting to 10.5 million, while the turnover also increased by 22%, reaching 51 billion drams. In this vein, he drew attention to the fact that Yerevan accounts for only 15% in terms of turnover. Whereas, according to him, for example, in Syunik, the number of cash receipts issued increased by 124% and the turnover by 97%, in Gyumri the growth was fixed at 99% and 70%, respectively. "These indicators cannot but rejoice us, because it speaks not only of a revival of trade, but also an improvement in the situation with regard to tax control," the head of the SRC said.
One of the barriers to the use of cash registers, he said, is the implementation of trade on credit, especially in the regions of the country. <In fact, work in this regard needs to be carried out not only by the SRC bodies. Since here we are talking about the development of the economy, which will help in the future to exclude this type of trade in the country. Therefore, the issue is more global, in the solution of which common efforts are needed>, he said.
To recall, on December 10, during a Facebook live broadcast, Prime Minister of Armenia Nikol Pashinyan stated that from the new year in Armenia there will be no concessions for the non-issuance of cash receipts. According to the Prime Minister, the state has done everything possible so that from January 1, 2020 there would be no "reasons" to not issue cash receipts. There will be no justification for the organization or the person who does not issue the cashier's receipt to the buyer, and responsibility for this act, as Pashinyan indicated, will be proportional to the punishment for theft from the soldier. "Starting from 12:00 2020, we are forming a new attitude towards the institution of issuing cash receipts," the Prime Minister of Armenia called on.
