ArmInfo. Armenian business will take part in the formation of strategic reserves of the country. Amendments to the Law on Material Reserves and the package of related laws were adopted on February 13 at the plenary session of the RA National Assembly in the first reading.
As RA Deputy Minister of Emergency Situations Ara Nazaryan noted in his speech, the current system of providing the material reserve has become obsolete. The goal of the presented package is to create a modern reserve system in the country and increase its effectiveness. It is envisaged, in particular, to use state and strategic reservation systems. As part of the state reservation, all costs of transportation, warehousing, storage and maintenance of the expiration dates of goods will continue to be borne by the state budget. But in terms of strategic reserves, this right will be transferred to business entities. At the same time, we are talking about the presence in a constant turnover of such stocks as gasoline, diesel fuel, edible grain, granulated sugar and vegetable oil. All these trade names will be required to be stored by business entities. A business is obliged to storage at least 10% of the total volume of supply of these types of goods. At the same time, these strategic goods will be constantly in circulation taking into account the expiration dates of food products, replenishing the reserve with fresh products. The government will subsidize all possible expenses, in connection with which the relevant agreement will be concluded with the entities. If the conditions of the law are not complied with within 30 days, in the first case it is envisaged to confine oneself to a warning, and in the second within 60 days in the absence of reserves, large penalties will be applied.
