ArmInfo.The RA Audit Chamber gave a positive conclusion on the implementation of the 2019 state budget. The head of the Audit Chamber Levon Yolyan said this on June 5 during a meeting of the parliament.
In this vein, Yolyan noted that the proposals voiced a year earlier by the Audit Chamber were taken into account. In particular, according to him, extrabudgetary funds for 2019 are already included in the RA Law on Budget, information on the balance of a single treasury account is already included in the report on the implementation of the 2019 budget, the text of which was enriched by an analysis of state budget expenditures, classified by departments. At the same time, progress was recorded in terms of providing explanations regarding deviations between planned and actual non-financial indicators.
At the same time, the head of the Audit Chamber also presented problems regarding the implementation of the 2019 budget. In particular, 37 problems were identified in 10 areas of public debt management, for which the Chamber came up with 44 proposals. In this regard, Yolyan said that at the direction of the Minister of Finance, a program of special events has already been approved aimed at the partial implementation of the proposals voiced by the Chamber.
At the same time, he said that according to the results of the study on the part of the state budget expenditures, 79 events worth 46.3 billion drams were not actually implemented. Actual performance of 113 programs was below 50%, deviating by 35.1 billion drams.
About 27 events, according to Yolyan, were not prescribed by law, but the government included them in the program, which were also not implemented.
