Report on the activities of the Cadastre Committee discussed in the  Armenian government

ArmInfo. The government discussed the activities of the Cadastre Committee for 2019 and the first four months of 2020 under the chairmanship of Armenian Prime Minister Nikol Pashinyan.

According to the press service of the executive body, the head of the  Cadastre Committee Suren Tovmasyan presented the activities of the RA  government for 2019-2023 carried out within the framework of the  Action Program. work. In particular, in 2019, the concept of an  integrated cadastre was developed and presented, and an  interdepartmental commission was created. According to the revised  timetable, the strategic program for the creation of an integrated  cadastre is currently being finalized. In 2020, an international  Guide to Geospatial Data Standards was compiled, the corresponding  cartographic layers were standardized and entered into a geoportal,  the development and assessment of the needs of which is planned to  introduce new software and server systems. As part of the  introduction of an online, paperless real estate cadastre, the  legislative field has been regulated to a certain extent, and  therefore, in the areas of registration and archiving of spatial  data, reforms will be carried out in the registration of rights and  the provision of information. The re-launch of the online platform of  the Cadastre Committee (e-cadastre.am) has improved the quality of  services, and the online application procedures are constantly being  simplified.  Currently, the number of daily online applications  reaches 300-400.

The government approved the concept of creating a unified register of  addresses in the Republic of Armenia. Drafts of legislative changes  based on the logic of the concept are being developed, on the basis  of which the online platform of the unified address system will be  launched. Currently, work is underway to clarify the location and  names of streets, digitize them, and create a database. These works  have already been completed in 8 regions. Assessments of the lands of  Armenia and their improvement were carried out, the information was  published on the website of the committee.

In accordance with the changed schedule, measures were taken to  establish a new zoning of the unified territorial assessment of the  Republic of Armenia and the adoption of the law "On Establishing a  Market Valuation Procedure for the Purpose of Taxation of Real  Estate". Completed the creation of a cartographic base for the city  of Vagharshapat. A draft law "On Amendments to the Law of the  Republic of Armenia" On Real Estate Appraisal "has been developed and  presented for discussion. Currently, the bill is being finalized and  will soon be presented for discussion by interested parties.

Within the framework of structural reforms, 2 out of 5 territorial  subdivisions of the Cadastre Committee were merged into 1, at present  there are 4 territorial subdivisions.

The Prime Minister inquired about the reasons for changing the  schedule of a number of events during the reporting period. The head  of the Cadastre Committee clarified this, noting that the committee  is currently working on the implementation of both ongoing and  planned programs during the reporting period. The Prime Minister  instructed to be consistent in this matter and organize work in  accordance with the established schedule.
