ArmInfo.The budget of the Ministry of Territorial Administration and Infrastructures of Armenia for 2021 will amount to 210.8 billion drams, of which 37.3 billion will be directed to programs to finance the budget deficit.
Deputy Minister of Territorial Administration and Infrastructures of the Republic of Armenia Vache Terteryan stated this on November 6 at a hearing in parliamentary commissions on the draft state budget of the country in 2021. He spoke about the programs planned for 2021, and presented the progress in the distribution of budget funds for the implementation of each of them. So, according to him, 1.3 billion drams will be allocated for the work of the Ministry, which is 51.3 million drams less than in 2020, which is associated with a reduction in the vacancy in the department related to audit.
AMD 26.1 million will be allocated for the retraining program for employees of regional administrations and local self-government bodies, which is 46.4% lower than last year, which is due to the organization of remote retraining courses. In this context, Terteryan informed that 780 community workers, 750 community leaders and 75 specialists of local self-government bodies will take part in the program. In the migration sphere, the volume of programs of the Ministry, which will be related to providing assistance to refugees, will amount to 2.3 billion drams. At the same time, 24.6 million will be allocated to the program for the implementation of alternative service.
For the implementation of programs on territorial development, 72.4 billion drams will be transferred, the amount of subsidies to local self-government bodies will be 64.6 billion drams. Terteryan informed that 800 million drams will be allocated by the state to 37 settlements of border communities, as in the previous years. Subventions to the regions for the development of infrastructures will amount to 7 billion drams.
With the assistance of the Asian Development Bank, 4.7 billion drams will be allocated for programs to ensure seismic protection of schools, of which the state will co-finance 811.9 million drams. According to the Deputy Minister, 1.3 billion drams will be allocated for the implementation of the program of the Territorial Development Fund "Social Investments and Territorial Development", of which 840 million are loan funds and 496.6 million drams are co-financed by the state. As Terteryan noted, 24.3 billion drams have been allocated for the urban development of Yerevan, which will be directed to the provision of external lighting, improvement of streets, including 2.7 billion drams provided for the metro, 628.3 million drams - for ground electric transport. Within the framework of a joint program with the European Bank for Reconstruction and Development (EBRD), 3.06 billion drams are provided for the "Roads of Gyumri" program, of which 2.5 billion drams are loans and 511 million are co-financing.
In Kotayk and Gegharkunik regions, 125.6 million drams will be allocated for the program on solid waste management, implemented also with the EBRD, including 104.6 million for grants, the remaining 20.9 million for co-financing from the state.
And the last program approved by the state budget for 2021 of the Ministry of Territorial Administration and Infrastructures of the RA is "Solid Waste Management in Yerevan", the total budget of which is 1.1 billion drams, of which 1.02 billion drams are credit resources, 104.9 million drams are co-financed by the state .
