Electronic instruments for state registration of property rights to  be introduced in Armenia

ArmInfo. Electronic instruments for state registration of property rights will be  introduced in Armenia. The RA National Assembly at the plenary  session on December 9, in the second and final reading, amended the  law "On state registration of property rights".

According to Deputy Chairman of the RA Real Estate Cadastre Committee  Narine Avagyan, for the purpose of state registration or providing  information, the head of the State Real Estate Cadastre can receive  documents for state registration and information circulation in  electronic form. The draft law also regulates the procedure for  confirming the authenticity of electronic signatures in transactions.  Citizens will also have the opportunity to submit plans of buildings  and land plots to the Committee for their registration in electronic  form. Adjustments have been made to the tariffs for the provision of  information. In particular, for the provision of information on land,  instead of the current 1 thousand drams, the rate of 500 drams is  set.  Each page of copies from the cadastral file requires 30 drams,  in the case of electronic format - 10 drams. It is planned to charge  AMD 300 for information provided automatically, and AMD 1,000 for  information included in the package. According to the draft, any  information from the Committee can be obtained in electronic form,  even applications for registration can be carried out through the  e-cadastre.am website.  Information about transactions or their  individual conditions is provided to the parties with their consent.   When providing free information, the identity of the applicant is  verified on the basis of the original or a copy of the identity  document. When submitting an application electronically or for free  information, the application must be confirmed by the electronic  digital signature of the person submitting the application.
