Gnel Sanosyan: Unfortunately, there have been cases of revealing  design and construction flaws during implementation of subvention  programs

ArmInfo. On December 2, the government of Armenia allocated over 885 million drams from the reserve fund (more than 1.8 million US dollars at the current  exchange rate) for the completion of 40 subvention programs, launched  during 2020-2021, in 36 communities of the country.

As Minister of Territorial Administration and Infrastructures Gnel  Sanosyan stated, presenting the document, projects with a total  budget of 1.872 billion drams (of which 885 million drams are  co-financed by the government) are planned to be implemented in  Ararat, Armavir, Gegharkunik, Lori, Kotayk and Shirak regions. The  funds are allocated to improve the socio-economic situation and  develop infrastructures within the framework of subvention programs.

In particular, four of these programs were approved in 2020, the rest  - in the current year. 7 programs will be implemented in the Ararat  region, 7 - in Armavir, 6 - in Gegharkunik, 8 - in Kotayk, 9 - in  Lori region and 3 - in Shirak.

The Prime Minister inquired about the quality of construction work  and whether proper control is being exercised over it. According to  Sanosyan, this issue is in the focus of attention of the Ministry.   Relevant employees of the department periodically check the process  and quality of work on site. "Unfortunately, there have been cases of  revealing design and construction flaws," the Minister admitted. In  such cases, according to him, the developer is either given the  opportunity to correct the deficiencies within the prescribed time  limit, and if it is impossible, they are not paid for poor-quality  work (service).

On November 18, at a government meeting, RA Prime Minister Nikol  Pashinyan said that since 2018, the Armenian government, within the  framework of subvention programs and direct financing, has allocated  about USD 400 million for the socio-economic development of the  country's communities.
