
ArmInfo.The Eurasian Economic Commission (EEC) proposes to determine tariffs on the common gas market of the EAEU in accordance with the methods in force in the member states of the Union, which will provide for non-discriminatory and transparent mechanisms for setting tariffs on the common gas market of the Union.
This was announced at a briefing by official representative of the Eurasian Economic Commission Iya Malkina. "As a compromise, the commission proposes to determine tariffs on the common market in accordance with the methods in force in the states, which will provide for non-discriminatory and transparent tariff-setting mechanisms on the Union's common gas market," she said.
Malkina noted that the commission, together with the parties, had prepared a draft international agreement on the formation of a common gas market for the Union. At present, certain fundamental issues remain unresolved, which require the adoption of coordinated decisions at a high level. One such issue is tariff setting for gas transportation services in the common market, she added.
"The cost of gas transportation should be formed on transparent and non-discriminatory terms and create equal competitive conditions for all participants in the common markets. The gas-consuming states, which include Armenia, Belarus and Kyrgyzstan, adhere to the following position: tariffs for gas transportation services in the common market should not exceed tariffs for subjects of the domestic gas market. At the same time, the gas producing states - Russia and Kazakhstan - are in favor of separate formation of tariffs for the domestic and common gas markets," Malkina said.
Earlier it was reported that an international agreement on the formation of a common EAEU gas market could be signed this year. It was also reported that Mikhail Myasnikovich, Chairman of the EEC Board, hopes that the EAEU participants will be able to agree on a draft agreement on a single gas market by the end of this year. According to him, there were three controversial issues on the common gas market - a set of issues on the formation of tariffs for gas pumping, issues related to gas imports from third countries, as well as the issue of how to deal with long-term contracts that have already been concluded between the EAEU countries.
The unified energy markets of the union should start working from 2025.
