ArmInfo. Law-abiding entrepreneurs engaged in foreign economic activity will receive a number of benefits when transporting goods across the state borders of the country. The decision on this was made at a meeting of the RA government on May 30.
As Rustam Badasyan, Chairman of the State Revenue Committee of the Republic of Armenia, noted in his speech, the project provides for the establishment of standards for law-abiding persons engaged in foreign economic activity and the rules for issuing the corresponding certificate to them. This step, Badasyan noted, will simplify the procedures for performing customs operations for persons who meet established standards, which will reduce the time and financial costs of entrepreneurs, and will also create the opportunity for customs authorities to direct customs control activities to the most risky areas and increase the efficiency of customs control.
In order to speed up and simplify the transportation of goods across the customs border of the Republic of Armenia, a simplified procedure may be established for persons holding a certificate, a list of which will be presented by the State Revenue Committee of the Republic of Armenia. At the same time, law-abiding companies engaged in foreign economic activity must meet a number of criteria, among which the head of the State Revenue Committee highlighted the presence of a person on the list of taxpayers who does not have overdue tax obligations and criminal and administrative proceedings initiated against him. This person will receive the right to priority when passing through checkpoints at the borders, undergoing inspection without queues using an automatic control system. This person will also have the right to receive the necessary information.
Badasyan also said that the new customs regulation system introduced a couple of years ago made it possible to reduce the inspection time from 20-70 hours to 1-3 hours. As a result, in 2023 compared to 2022, the growth of serviced vehicles increased by 173%. If in 2022 3,972 trucks were serviced, then in 2023 this figure increased to 16,746 trucks. With the adoption of the project, there is no need for additional financial resources required to carry out customs procedures. In this regard, Prime Minister of the Republic of Armenia Nikol Pashinyan noted that the presented project is aimed at increasing trust between the state and private business. Such decisions form the standard that will determine the level of trust.
