
ArmInfo. The Armenian government will give citizens the opportunity to use the right to import 600 electric vehicles left in reserve at zero customs duty. The decision to ensure preferential import of 8 thousand vehicles within the framework of the tariff quota allocated by the EAEU for 2024 was approved on October 10.
On December 28, 2023, the Armenian Cabinet of Ministers approved a decision stating that an agreement was reached during the Eurasian Intergovernmental Council to extend the preferential import of electric vehicles for another two years. For Armenia, a tariff quota of 8,000 electric vehicles (classified under the HS code 8703 80 000 2) was established for 2024-2025 during the year. The Cabinet of Ministers decided to leave the remaining 600 units of electric vehicles in reserve - this amount was planned to be imported directly from the manufacturer on the basis of dealer/distributor agreements, in order to insure official representatives. The decision to "reserve" 600 electric vehicles, as stated by the Minister of Economy Gevor Papoyan at today's meeting of the Cabinet of Ministers, was due to the fact that never before had the import of these cars exceeded the established quota. On the contrary, there were years when only a few dozen electric vehicles were imported.
Meanwhile, this year has seen unprecedented activity - as of October 1, the tariff quota for electric vehicles in the amount of 7,400 units has been exhausted. In this regard, it became necessary to distribute the remaining 600 units in reserve.
According to him, the statistics of the previous period show that imports were carried out mainly by individuals. Thus, according to a study by the State Revenue Committee, as of September 16, 2024, out of 6,524 registered electric vehicles, 4,658 were imported by individuals (71.4%), and the remaining 1,866 (28.6%) by legal entities.
For 2025, the quota is set at the same 8,000 electric vehicles. In order to use the quota, it will be necessary to submit and register a customs declaration or customs order for vehicles imported to the RA, starting from 01.01.2025. At the same time, according to the Tax Code of the Republic of Armenia, the VAT exemption on the import of electric vehicles, for which there are no quantitative restrictions, will continue to be in effect until 01.01.2026.
In March 2022, the EEC Council set quotas for duty-free import of electric vehicles for Armenia, Belarus, Kazakhstan and Kyrgyzstan. For Armenia, the quota for 2022 was 7 thousand cars, for 2023 - 8 thousand (Armenia has not fully exhausted these quotas: about 2,680 electric vehicles were imported in 2022, and almost 4,500 since the beginning of 2023), for Belarus - 10 thousand and 15 thousand, respectively, for Kazakhstan also 10 thousand and 15 thousand, for Kyrgyzstan - 5 thousand and 10 thousand. Cars imported within the quota can only be resold to citizens of Armenia, Belarus, Kyrgyzstan and Kazakhstan. "The transfer of rights of ownership, use, and disposal of motor vehicles with electric engines to persons who are citizens of the Russian Federation and/or have permanent residence in the Russian Federation is not permitted," the EEC decision noted earlier.
