In April 2021, it was reported that the European Bank for Reconstruction and Development (EBRD) and the European Union (EU), in collaboration with the Ministry of Territorial Administration and Infrastructure of Armenia, officially launched the construction of a new solid waste landfill in the city of Hrazdan in the Kotayk region. Armenia received a ?5.5 million loan from the EBRD and a ?3.5 million grant from the EU Neighborhood Investment Program for the implementation of the program. Additionally, a ?2 million grant was allocated by the Eastern Partnership Energy Efficiency and Environment Fund (E5P). It was noted that the new solid waste landfill will adhere to EU standards and will significantly enhance the environment in Hrazdan and eleven other settlements. The new landfill will be equipped with modern solid waste management processes and will include the collection and disposal of solid waste from communities. It will be located next to the Yerevan-Sevan highway and will serve twelve settlements, seven in the Kotayk region (Hrazdan, Abovyan, Nor Hachn, Byureghavan, Charentsavan, Yeghvard, Tsaghkadzor), and five in the Gegharkunik region (Sevan, Vardenis, Gavar, Martuni, Chambarak). The construction of the landfill was originally planned to begin in 2020 and be completed in 2022, but due to the coronavirus pandemic, the deadlines have been adjusted. The construction of Armenia's first sanitary landfill began in mid-April 2021.
In May of this year, Gnel Sanosyan, the former head of the MTAI, announced that the construction of the landfill had already been completed, and corresponding stations had been installed in Martuni and Akunk. The possibility of implementing similar programs based on the principle of "one landfill for two regions" in other regions of Armenia is currently being studied. However, in early June, Sanosyan admitted that during the implementation of the project to build the first sanitary landfill in the Kotayk region of Armenia, some problems arose related to the supply of special equipment. Four to five tenders were held, but none revealed a winner. According to today's project explanation, the authorities intend to ensure the smooth progress of the project, improve the garbage collection system in all settlements of the Kotayik and Gegharkunik regions of the Republic of Armenia.
They also plan to commission the first sanitary landfill under construction in the city of Hrazdan, 2 transfer stations under construction in the settlements of Martuni and Akunk, and implement a garbage collection system in two regions in accordance with EU standards. This includes purchasing necessary equipment, garbage trucks and garbage containers (bins). Already, 28 garbage trucks, 6 thousand garbage bins, an excavator, a bulldozer, a crane, a dump truck, and a sewage disposal vehicle have been purchased. For these purposes, 34 million 720,000 drams will be allocated.
