ArmInfo. Prime Minister Nikol Pashinyan chaired a meeting to discuss the draft Strategic Employment Program for 2025-2031. According to the press service of the RA Cabinet of Ministers, the draft has been revised and finalized several times in working discussions organized by both the parliament and the executive body following the Prime Minister's instructions from a previous meeting. The meeting covered the strategy's objectives, principles, concept and expected results.
It was noted that the existing challenges include the high guardianship ratio and the concentration of economic activity in Yerevan. It was reported that the main principles of the strategy aim to resolve the problem of matching supply and demand in the labor market, promote parallel growth of employment and labor productivity, stimulate exports, increase foreign direct investment, and change public perception of labor. In the context of the strategy concept, it was emphasized that the goal is to achieve employment growth by developing a competitive and skilled workforce and expanding opportunities for highly productive labor.
Regarding the action plan, the responsible persons noted that it will focus on ensuring the alignment between different strategic levels, as well as enhancing the effectiveness of ongoing monitoring and evaluation of outcomes. As for the anticipated results, the discussion included: the expansion of the labor force until 2031, changes in the employment structure, and increase in employment opportunities in regional cities.
An exchange of ideas around the project took place during the meeting. The participants presented their observations and proposals on various aspects of the strategy, including formal and informal employment, productivity and competitiveness, and the relationship between education and the workplace. Prime Minister Nikol Pashinyan stressed the importance of coordinating strategies across different areas and instructed the responsible officials to finalize the draft strategy based on the discussions and submit it to the government for approval.
