EDB provides of $78,000 grant for System of Electronic Vehicle  Passports in Armenia

ArmInfo.  The Eurasian Development Bank (EDB) has provided a grant of $78,000 to EKENG CJSC for the implementation of a project to create a System of Electronic Vehicle Passports (EPTS) in Armenia.

As reported by the press service of the EDB, this is the first  project financed by the EDB Digital Initiatives Fund (EDB FCI) in the  country.

The Bank recalled that from November 1, 2020, all states of the  Eurasian Economic Union (EAEU) switched to the registration of EPTS.

The electronic passport contains more than 100 vehicle parameters,  including identification and technical data, and completely replaces  the paper PTS.

The advantages of the EPTS over the paper one: completeness and more  information about the vehicle, which in turn allows you to form a  more complete history.

In addition, the EPTS is created once, stored in a secure database,  has no expiration date and cannot be lost, damaged, stolen or forged.

It is noted that with an EPTS it is easier to register a car after a  transaction, the time for registration is reduced, errors and typos  in the preparation of documents are excluded.

Moreover, an electronic passport is equally convenient for confirming  the history of a vehicle when selling, applying for a loan secured by  a vehicle, registering a car or renewing insurance.

National EPTS systems are already operating in a number of countries  in the Eurasian region. In 2024, with the support of the EDB, the  system was launched in Kyrgyzstan, and in April 2025, the project was  launched in Armenia.

The project implementation in Armenia includes: the implementation by  EKENG CJSC of the Russian digital solution provided by Electronic  Passport JSC under a license agreement and its adaptation for the  purpose of operating the EPTS System for the Republic of Armenia; the  development by EKENG CJSC of its own information system for  maintaining the register of authorized organizations for issuing  EPTS; and the organization of a campaign to raise awareness among  citizens about the Project.

The project implementation period in Armenia is 18 months.

"The creation of national segments of EPTS contributes to the  formation of a common market for vehicles in the countries of the  Customs Union. The systems interact through interstate gateways,  ensuring the exchange of data according to uniform standards." - the  EDB added.

The EDB Digital Initiatives Fund was established in June 2020. The  Fund's goal is to assist in the formation of digital transformation  tools and practices in the EDB member states, including through the  integration of information resources and participation in the  development and financing of projects. The flagship project of the  FCI was the "Traveling without COVID-19" application, successfully  used in 9 CIS countries.
