The legislative initiative of the member of the ruling faction of the National Assembly "Civil Contract", deputy head of the parliamentary committee on economic issues Babken Tunyan, which envisages postponing the deadline for filing tax returns on April 22, received a positive conclusion from the committee of the same name. The document, with some amendments, was included in the agenda of the plenary session of the National Assembly.
According to the initiative, the deadline for submitting the General Income Declaration is postponed from May 1 to November 1 for those who file a declaration this year (for income in 2024). Those who must file a declaration next year (for income in 2025) can do so from March 2 to November 1. For subsequent years, the deadline for filing the declaration will be set from March 2 to July 1.
The postponement of the forties, as noted, is due to problems with ID cards. Due to the process of obtaining ID cards, queues have formed, and without them it is impossible to fill out an income tax return.
Meanwhile, between the first and second readings of the bill, the Ministry of Internal Affairs made a proposal. As Deputy Minister of Finance Arman Poghosyan pointed out, given that according to the Law an ID card is issued (exchanged) on the 15th working day following the day of filing the application, i.e. the citizen is issued a document on the 21st day, the following regulation is proposed: if a citizen applied for an ID card before November 1, but did not manage to receive it, then the deadline for filing a declaration for him is set as the 25th day of the month following the month of printing the ID card.
Opposition faction deputy Tadevos Avetisyan, in turn, proposed suspending the mandatory filing of an annual declaration for unemployed citizens, pensioners and high-ranking officials. The latter reported on their income and property even before the introduction of the Universal Declaration of Income system. The parliamentarian's proposal did not find support among the commission members.
The introduction of the Universal Declaration of Income system for all citizens-residents of the republic began in 2023. The process is organized in three stages, with the circle of people required to submit a declaration increasing each year. The implementation of the system will be completed in 2025.
At the first stage, the income tax return for 2023 was to be submitted by citizens who held municipal or state positions as of December 31, 2023 in accordance with the Law . In addition, the first stage included citizens of the RA who were participants (shareholders, co-owners, members) of commercial organizations-residents of the RA as of December 31, 2023, who declared a gross income of 1 billion drams or more based on the results of 2022, as well as those citizens who are considered real beneficiaries according to the concept of the RA Law , as well as those who received a loan of 20 million drams or more in 2023.
The annual income tax return for the 2024 reporting year must be submitted by both those who submitted a return for the previous reporting year (2023) and new groups of citizens of the Republic of Armenia who are residents of the Republic of Armenia. In particular, citizens of the Republic of Armenia who are considered employed during 2024 and who received taxable income under civil contracts during 2024. From 2025, all adult citizens-residents of the country who are not included in the above two groups will have to submit returns.
The day before it became known that only 35 thousand out of 900 thousand individual declarants reported on the income received in 2024.
