The National Assembly of Armenia, at an extraordinary session on April 22, in the second and final reading, introduced amendments to the Tax Code of the Republic of Armenia concerning the postponement of the deadlines for individuals to submit their income declarations. Representatives of the opposition faction "Armenia" abstained from voting in support of the submitted document.
According to the faction secretary Artsvik Minasyan, the opposition cannot vote or the adoption of the document, but they cannot vote against it either, since the application of the Universal Declaration system is postponed until early November. "We are confident that by November 1 the government will present new amendments, according to which the application of the system will be canceled," the oppositionist noted, adding that for the full implementation of the universal declaration system, an appropriate base is needed, which is practically absent today.
When presenting the amendments on April 22, the author of the legislative initiative, Deputy Chairman of the National Assembly Committee on Economic Affairs Babken Tunyan noted that the bill sets the final deadline for individuals to submit their declarations for their income in 2024 as November 1. Those who must file a declaration next year (on income for 2025) can do so from March 2 to November 1. For subsequent years, the deadline for filing a declaration will be set from March 2 to July 1.
The postponement of the forties is due to problems with ID cards. Due to the process of obtaining ID cards, queues have formed, and without them it is impossible to fill out an income declaration. Meanwhile, between the first and second readings of the bill, the Ministry of Internal Affairs made a proposal. As Deputy Finance Minister Arman Poghosyan pointed out, given that according to the Law "On Identification Cards", an ID card is issued (exchanged) on the 15th working day following the day of filing the application, i.e. the citizen is issued a document on the 21st day, the following regulation is proposed: if a citizen applied for an ID card before November 1, but did not manage to receive it, then the deadline for filing a declaration for him is set for the 25th day of the month following the month of printing the ID card
