ArmInfo. The RA Law "On Crypto Assets" came into effect in Armenia on July 4, 2025, as noted in a message from the Central Bank of the Republic of Armenia.
The Law on Crypto Assets establishes general rules for the offering, purchasing and selling crypto assets, as well as the provision of services and market supervision. By maintaining a balance between the promotion of innovation and effective risk management, this regulation brings clarity to the legal framework, creating more predictable and safe operating environment for businesses.
The law also includes regulatory mechanisms that allow only reliable and transparent companies to enter the market, ensuring the protection of crypto assets buyers' rights and increasing public trust in this market. Moreover, the regulation is based on the principle of "same activity, same risk, same regulation", meaning that activities related to crypto assets, which are similar in nature to traditional financial activities and carry comparable risks, must be properly regulated.
The Board of the Central Bank of the Republic of Armenia, will adopt the main by-laws regulating the requirements within six months of this Law coming into effect. This will include the procedure for registration and licensing of individuals providing services with crypto assets, as well as regulatory legal acts regulating the supply of crypto assets. Individuals, who are already offering services with crypto assets in Armenia at the time of the Law "On Crypto Assets" coming into effect, must be registered and licensed by the Central Bank as service providers within one year of the by-law regulating licensing being enforced. Any other individuals wishing to provide services with crypto assets in Armenia must also be registered and licensed (obtaining permission) by the Central Bank before doing so.
Before the by-law regulating the form and content of documents offering crypto assets comes into effect, issuers or underwriters of crypto assets sold through a public offering in Armenia, must prepare, publish and submit the offering document to the Central Bank within three months of the by-law taking effect, unless exceptions are established by the Law "On Crypto Assets".
