EIB to provide Armenia with EUR 50mln for Armenia - Resilient Syunik programme 

ArmInfo.  The European Investment Bank (EIB) will provide Armenia with a 50 million euro loan for the implementation of the Armenia - Resilient Syunik program (CEF+, Special Investment Window 1). The RA Government approved the  signing of the relevant agreement with the EIB at its meeting on July 10.

As the RA Minister of Territorial Administration and Infrastructure David Khudatyan noted in his speech, in addition to the loan resources, co-financing of the program by the RA Government is also envisaged, which will be expressed in co-financing of taxes, duties, operating costs and other expenses that are not subject to financing by loan funds. The term of entry into force of the agreement on project financing is 12 months, the project completion term is 5 years. Its aim is to support recovery by investing in critical public infrastructure and improving the basic infrastructure needs of displaced populations in the southern region of Armenia, which has  been severely affected by the Nagorno-Karabakh crisis.

The programme aims to support the people of Syunik through  multi-sector investments to address the impact of the recent  conflicts. The project will cover various communities in Syunik that have been significantly affected by the war, with a particular focus on those that have either hosted displaced persons or are themselves recovering from the damage caused by the conflict. The project will provide effective technical assistance and oversee the implementation and monitoring of sub-projects aimed at improving infrastructure, in particular in the water, health and education sectors. The EIB interventions will support the priorities of the Government of Syunik, public sector reform, and coordinate and complement the work of other relevant development partners, initiating appropriate actions to increase the resilience of Syunik.

The RA Ministries and the Syunik Province Administration are actively working to support this program, with the main investment priorities being access to quality health services, access to quality technical and vocational education services, and access to water supply for communities and households.

The proposed project aims to strengthen critical social  infrastructure in Syunik. It includes the rehabilitation and  construction of key facilities: vocational schools and colleges,  medical institutions, as well as the rehabilitation of vital water  supply infrastructure, primarily in rural areas of the Syunik  Province.
