Armenia`s energy transformation rating remains unchanged for the past  9 years - Luys Foundation

ArmInfo. Armenia's energy transformation rating has  remained unchanged for the past nine years, according to a study  by the Luys Foundation. The analysis is based on the World Economic Forum's report "Fostering Effective Energy Transition-2025." 

According to the study, in 2025, Armenia ranked 65th out of 118  countries in the global Energy Transition Index (EVI) ranking with a  score of 54.3. Armenia's rating position in 2025 is the same as at  was in 2016.  This means that, according to the  2025 Report, Armenia  has not made any progress compared to 9 years ago. Although Armenia's  EVI  slightly increased compared to 2015, (as did the vast majority  of countries), a 5-position decline in the rating was recorded. This  decline was due Armenia's slower progress  compared to most  countries. From 2015 to 2025, the average global growth in the  Education and Development Index was 3.7 points, which is about 1.5  times higher than Armenia's Education and Development Index growth  (2.5 points). From 2023 to 2025, the Education and Human Capital  indicator of the Transformation Readiness sub-index of the EVI  decreased by 5.2 points compared to 2023. This was due to a sharp  drop in the Global Talent Competitiveness Index. This index  assesses  a country's ability to attract, develop and retain talent (human  capital). The sharp drop in the index undermines the current  government's loud statements about increasing human capital,  preventing brain drain and creating favorable conditions for  qualified specialists.

Armenia's Education and Development Index  remain significantly below  the world average. Both the System Efficiency and Transformation  Readiness sub-indices are also below the global average. In the 2025  ranking of  groups that include former socialist countries in Europe  and former Soviet republics (24 countries in total), Armenia is  ranked 16th. Among the 4 neighboring countries in the region, Armenia  is only ahead of y Iran in terms of economic growth index. Armenia  lags behind Georgia, Azerbaijan and Turkey by 24, 23, and 15  positions, respectively.

In terms of the economic growth index, Armenia surpasses two EAEU  member states included in the report: Kazakhstan and Kyrgyzstan (the  Russian Federation and Belarus are not represented in the report).
