
ArmInfo. The Armenian government has approved a decision to raise cashback for pensioners and individuals receiving non-cash benefits from 12% to 20%, with the maximum amount rising from 6,000 drams to 10,000 drams.
As stated by Minister of Labor and Social Affairs of Armenia Arsen Torosyan, data for October 2025 shows a positive trend: the number of program beneficiaries has increased by 3.6% to 366,432, compared to the previous month. The total value of non-cash transactions has reached 14,768,000,000 drams, a 6.9%. increase. The average refund amount received by a beneficiary was 4,157 drams, an increase of 2.8%. A total of 1,523,000,000 drams were refunded under the program this month, an increase of 6.5%. In the first nine months, cashback has reached 13.5 billion drams (10.6 billion drams for all of 2024).
The number of pension and benefit recipients according to the November lists was 661,811, with 600,126 receiving their pensions or benefits through non-cash means.
In turn, Prime Minister Nikol Pashinyan noted that, in essence, this is about another pension increase. "As I said earlier, we are changing our approach to making decisions, since we need to make them in a way that has additional and collateral effects," he noted. Finance Minister Vahe Hovhannisyan, in turn, stated that a decision on a universal 2% cashback (for non-cash payments with the ARKA card) will be submitted to the government within the next two weeks.
