
ArmInfo. In Armenia, the share of goods declarations issued under the "Green Corridor" procedure increased by 16.6 percentage points, according to a statement from the State Revenue Committee of the Republic of Armenia.
According to the source, the customs reforms being implemented in the country are aimed at benefiting foreign economic activity participants. The State Revenue Committee, thanks to new digital tools introduced since the beginning of 2025 and their continuous modernization aimed at simplifying business processes, as well as a review of the risk profiles used in the management system, is recording tangible results.
At the initiative of the Committee's management and in accordance with established rules, all risk profiles were reviewed, and a significant number of them were modernized. Since May of last year, an automated system for issuing goods declarations based on risk management has been implemented, meaning that throughout the customs process, economic entities interact with an automated, digital system that eliminates the human factor. According to Rafael Grigoryan, Head of the Customs Risk Management and Statistics Department at the State Revenue Committee, while only 0.06% of cases of automatic release of goods declarations were recorded in 2024, this figure reached 8% in November 2025, and by December, 8.15%.
Over the past year, while continuing the system modernization process, specifically by revising existing tariff, non-tariff, and target risk profiles and their corresponding indicators, ongoing monitoring and extensive analyses were conducted at the macro and micro levels.
As a result of the new settings, one-fifth of all risk profiles, or approximately 21%, were deactivated, accounting for 31% of the total analyzed data. Thus, thanks to the modernization of the customs risk management system, the share of goods declarations issued through the "Green Corridor" procedure has also increased sharply.
According to Rafael Grigoryan, as a result of this work, the target set by the RA government has been achieved. According to November data, the share of goods declarations issued through the "Green Corridor" in 2024 was only 56.4%, while for the same period in 2025, it was 70.2%. Along with the recorded growth, the number of goods declarations issued through the "yellow" and "red" corridors also decreased significantly.
Work on the risk management system, which began in early 2025, was completed in November. It's worth noting that December's figures also demonstrate progress: the number of goods declarations issued through the "Green Route" is approximately 73%. Compared to 2024, this figure represents a 16.6 percentage point increase.
