216,000 less Russians visit Armenia in 2025

ArmInfo.  In December 2025, the number of tourists visiting Armenia reached 139,933. "This is the best figure ever for a December," Economy Minister Gevorg Papoyan  stated at a government meeting on January 8.

The minister also clarified that the months from May to November also  saw the best figures on record.  Overall, in 2025, the number of  foreign tourists visiting Armenia amounted to 2,263,642,  approximately 2.5% more than last year and 19.4% more than in 2019.

However, the historically highest figure was recorded in 2023 - 2.3  million people, approximately 39% more than in 2022 (1,665,700  tourists). Moreover, in 2025, the number of Russian tourists  decreased by 216,000 compared to 2023. As a result, Russia's share,  which traditionally stood at 52-53%, fell to 41%.  However, the  Armenian government's policy is aimed at increasing the share of  other countries, Papoyan emphasized.

As a reminder, today the Cabinet of Ministers approved the Tourism  Development Strategy for 2026-2030.  According to the document, by  2030, it is planned to increase the number of foreign tourists  annually by 10% by enhancing Armenia's attractiveness, bringing the  number of international visits to approximately 3 million by 2030,  resulting in an increase in annual revenue to $3 billion.

Forecasts aimed at increasing tourist flows will be realized through  the following strategic steps: improving infrastructure, attracting  investment, implementing planned active marketing activities,  ensuring quality services, developing human resources, intensifying  international cooperation, launching flights to new destinations, and  diversifying Armenia's tourist flow. According to the Ministry of  Economy, with proper implementation of the Strategic Plan, by 2030 we  will have 3 million inbound tourist visits and 4.5 million domestic  tourist visits, and the sector's revenue will increase to $3.5  billion.
