
ArmInfo. In 2026, the Ministry of Labor and Social Affairs intends to focus on addressing issues related to labor market entry. This was announced by Arsen Torosyan, head of the relevant ministry, during a press conference on January 9.
Specifically, he stated, the emphasis will not be on stimulating employment in general, but on assisting specific groups of citizens whose entry into the labor market is problematic.
In this regard, Torosyan identified four groups of people: young people with an education but no work experience, individuals with disabilities, women, and the elderly. "We must work with specific groups of citizens, not with all employment," he emphasized, announcing that innovative methods will be employed. One of the planned measures, the minister mentioned, would be a cashback mechanism for employers who, for example, agree to employ someone who has been unemployed for a year. According to the program being developed, the state will reimburse the employer for a certain portion of the income tax paid for this employee in the form of cashback.
According to the Statistics Committee, the unemployment rate in Armenia at the end of the second quarter of 2025 was 12.3% (versus 13.8% in the same period of 2024). The number of employed people in the country as of the reporting date was 1.190.7 million (versus 1.190.9 million), or 51.2% (versus 52.1%).
