
ArmInfo. In Armenia, the Cadastre Committee's service centers will be replaced by advisory centers. At its January 14 meeting, the National Assembly's Committee on Economic Affairs approved the amendments to the Law "On State Registration of Property Rights" submitted by the RA government.
As Nane Ghazaryan, Deputy Head of the Cadastre Committee, noted in her speech, the proposed measure is based on the Committee's reform plan and is aimed at implementing the RA Prime Minister's decision of June 11, 2018. In accordance with the provisions established therein, structural changes are envisaged within the Committee aimed at optimizing the activities of the Committee's service centers and establishing advisory centers in their place. In light of the above, it became necessary to amend the Law "On State Registration of Property Rights" accordingly. This measure, as Nane Ghazaryan noted, is due to a significant reduction in the number of in-person inquiries and an increase in transactions conducted through electronic applications. Thus, while 180,103 applications were submitted electronically in 2021, this number increased to 286,538 in 2022, 431,180 in 2023, 607,576 in 2024, and 705,167 in 2025. In parallel with the phased optimization process, work on gradually amending the institution's charter is ongoing. At the same time, as Nane Kazaryan noted, advisory centers, by their nature, will handle a greater volume of work than service centers. Specifically, while service centers only accepted applications and registered transactions, advisory centers, in addition to these services, will also provide consulting services.
