
ArmInfo. The Central Bank of Armenia informs citizens that banks do not have the right to refuse to open accounts under the Social Package program. This was stated in a statement by the Central Bank of Armenia.
In particular, the Central Bank clarifies that banks servicing the accounts of beneficiaries of the Social Package Program (https://www.arlis.am/hy/acts/81037), in accordance with Government Decision No. 1691-N of December 27, 2012, do not have the right to refuse to open accounts for citizens who meet the requirements of the Program and the bank, or to impose other services (e.g., salary transfers, additional services, etc.) in addition to account opening.
In this regard, the Central Bank recommends that, if you encounter problems opening a social package account, you send a written complaint to the official email address of the relevant bank, detailing the situation and requesting the account opening, explaining the reasons for the refusal. Accounts under the Social Package Program are serviced by nine banks: Ameriabank, Ardshinbank, Converse Bank, Araratbank, IDBank, AMIO Bank, VTB Bank (Armenia), Armeconombank, and Artsakhbank.
