
ArmInfo.In Armenia, the Cadastre Committee's service centers will be replaced by advisory centers. At its February 27 meeting, the RA National Assembly's Committee on Economic Affairs approved the amendments to the Law "On State Registration of Property Rights" submitted by the RA government for the second reading.
As Nane Ghazaryan, Deputy Head of the Cadastre Committee, noted in her speech, the proposed measure is based on the Committee's reform plan and is aimed at implementing the RA Prime Minister's decision of June 11, 2018. In accordance with the provisions established therein, structural changes are envisaged within the Committee aimed at optimizing the activities of the Committee's service centers and creating advisory centers in their place. In light of this, it became necessary to amend the Law "On State Registration of Property Rights" accordingly. This measure, as Nane Ghazaryan noted, is linked to a significant reduction in the number of in-person applications and an increase in transactions processed electronically. While 180,103 applications were submitted electronically in 2021, this number increased to 286,538 in 2022, 431,180 in 2023, 607,576 in 2024, and 705,167 in 2025. In parallel with the gradual optimization process, work is also underway to gradually amend the institution's charter.
At the same time, as Nane Ghazaryan noted, advisory centers, by their nature, will handle a greater volume of work than service centers. Specifically, while service centers only accepted applications and registered transactions, advisory centers will also provide consultations in addition to these services. In Yerevan, for example, there will be only two such centers.
