ArmInfo. Armenia has simplified the procedure for constructing individual residential buildings. Thanks to a digital platform, citizens will be able to quickly obtain the necessary permits for building a house, according to the press service of the Urban Development Committee.
To this end, the necessary changes will be made to the urban.permits.e-gov.am platform software by June 1, 2026, after which a simplified procedure will be applied.
The simplified procedure applies to the construction of a residential building no more than 300 square meters in area, with two above-ground and one underground floor, as well as an auxiliary building no more than 50 square meters in area. An important condition is that the building must be built for non-commercial purposes and on a plot of land owned by the citizen, consistent with the intended and operational purpose of the residential building. On the digital platform, a design permit or architectural design assignment (ADAs), a construction permit, and a final act (operating permit) will be automatically generated if the community head fails to approve all applications within the established deadlines. Furthermore, shorter deadlines for submitting these urban planning documents on the digital platform are also provided.
Design requirements will be known in advance: the completed design permit application (DPA) will be available on the municipality's official website, thanks to the urban planning program documents already developed for all settlements, including master plans and zoning projects, which contain all construction requirements for each district.
In parallel with the issuance of the DPA, the municipal head will contact the supplier organizations to obtain technical specifications for connecting gas, water, and electricity.
Instead of developing a new design, citizens can use the already-tested standard designs developed at the initiative of the Urban Development Committee and published in the "Guidelines" section of the website www.minurban.am. All that remains is to complete the site placement work in accordance with the provided benefits.
