EBRD to provide EUR 39mln loan to Armenia for construction of Yerevan  Customs and Logistics Center

ArmInfo. The European Bank for Reconstruction and Development (EBRD) will provide a EUR39 million loan to Armenia for the construction of the Yerevan Customs and Logistics Center. At its March 23 meeting, the Committee on Financial, Credit, and Budgetary Affairs of the National Assembly of the Republic of Armenia approved the draft agreement submitted by the Armenian government for ratification.

According to Eduard Hakobyan, Chairman of the State Revenue Committee  of the Republic of Armenia, a loan agreement was signed between the  Republic of Armenia and the European Bank for Reconstruction and  Development on September 19, 2025, for the construction of a customs  and logistics center in Yerevan for the needs of the State Revenue  Committee. The funds will be provided in two tranches: EUR30 million  and EUR9 million. A grant agreement of EUR6 million is also planned  for the project's implementation, and the agreement was signed on the  same day. The loan will be provided at a floating interest rate of 6  months Euribor + 1% margin.

As part of the project, a foreign economic activity center and a  State Revenue Committee administrative building will be built in the  village of Proshyan, covering a total area of 19.1 hectares. 13.5  hectares will be allocated for the SEZ center itself and its  infrastructure, and 5.6 hectares for administrative buildings. A  warehouse with a rooftop solar power plant and an inspection and  unloading building are planned for the SEZ center. Approximately  9,000 square meters will be allocated for a service hall and  administrative section of the center. Two underground and two  above-ground floors will be operational, and an area of approximately  2,100 square meters will be able to accommodate trucks.
