The need to address issues identified during the implementation of the Law "On Tax Service" has prompted the submission of a package of draft amendments and additions, along with related draft laws. On April 14, the initiative was discussed in its second reading during the plenary session of the National Assembly of the Republic of Armenia.
According to Hamlet Sahakyan, Deputy Chairman of the State Revenue Committee, positions in the tax and customs service are currently available to individuals who have successfully completed advanced training courses for tax and customs inspectors, received a certificate of completion from the tax and customs authority's training center, are on the list of candidates for tax and customs inspector positions, or have undergone retraining. The initiative proposes removing the retraining requirement from the hiring criteria for positions in the tax and customs services.
According to the speaker, this will ensure equality for both current employees and new candidates. Hamlet Sahakyan noted that both employees will be required to obtain a certificate and will be appointed to the relevant position according to uniform rules.
Additionally, as a separate condition for appointment, it is stipulated that tax and customs service employees, due to their functional specifics, will be eligible for promotion based on the results of an annual performance evaluation. Tax and customs service employees transferred to other locations will be provided with housing compensation.
It is also proposed to repeal the provision establishing the recruitment procedure for the unit performing operational and investigative functions.
