
ArmInfo. France intends to more actively participate in investment programs in Armenia and promote the diversification of the Armenian economy. At the plenary session of the National Assembly of the Republic of Armenia on May 6, the protocol amending the agreement between the Armenian government and the French government, submitted for ratification.
Presenting the document, RA Minister of Economy Gevorg Papoyan noted that the protocol was signed in May 2025 and is aimed at deepening Armenian-French relations. Specifically, it provides for the right to establish a representative office in Armenia for Expertise France, a member of the French Development Agency (AFD). According to the protocol, the benefits previously granted to AFD and PROPARCO will also be extended to Expertise France. However, the tax benefits for this agency will not apply to Armenian citizens hired by Expertise France. In Armenia, the agency will become an integral part of PROPARCO.
It was previously reported that AFD will continue to finance the public sector in Armenia (infrastructure, agriculture, and energy), while PROPARCO will finance the private sector through financial institutions (banks) and direct investment. Expertise France's activities in the country will focus more on technical assistance. Its primary focus will be on supporting public administration, economic development, sustainable development, and the implementation of EU-funded projects, such as the creation of geographical indications for brandy.
