
ArmInfo. AMD 288.2mln will be allocated to finance the activities of the Civil Registration Agency being established in Armenia. The decision to this effect was made at the RA government meeting on May 14.
The rationale for the draft decision notes that these funds will be used to pay the salaries of civil registration service employees who are ending their activities due to the creation of the new Civil Registration Agency, as well as to support the operations of the Agency itself. As of April 7 of this year, the previous agencies had collected nearly 154 million drams in state fees for services rendered. The reform envisages the creation of 69 full-time positions within the Agency. According to the Minister of Justice's order, fixed-term employment contracts will be concluded with employees for the new positions, based on the departments operating at the specified service centers, until they are appointed to the position based on the results of a competition held for the position. In accordance with the above, the draft government resolution envisages an increase of 288.2 million drams in budget revenues and expenditures for 2026. According to the presented calculations, 211.9 million drams are required for salaries, 10.2 million drams are planned for energy supply, utilities, and communication services at the service centers, almost 6 million drams for the purchase of office supplies, and approximately 52 million drams for the purchase of computer equipment and office furniture, as well as for additional staff positions. An additional 8.3 million drams will be allocated for the provision of "hybrid mail" services by HayPost CJSC.
Hybrid mail is a modern service that combines electronic data transfer and traditional paper letter delivery. The sender uploads the document online, and the postal operator prints, packages it, and delivers it to the recipient, significantly speeding up the process and saving resources on printing and envelopes.
Last December, the country's parliament amended the Law on Civil Status Registration and a package of related laws, according to which civil status registration would be handled by a single body, the Civil Status Registration Agency under the Ministry of Justice of the Republic of Armenia. Since May 16, 2021, with the entry into force of the new Law on Civil Status Registration, functions have been separated between the Civil Status Registration Service and territorial administrations. As a result, the Civil Status Registration Service in the Republic of Armenia operates on a partially decentralized model, divided between two levels of government: the Ministry of Justice and community structures. As a result, oversight over the quality of services provided has been lost. Now it is proposed to merge the system and consider its employees as civil servants.
