
ArmInfo. The 8th meeting of the State Investment Committee was held under the chairmanship of RA Prime Minister Nikol Pashinyan.
According to the government press service, the meeting agenda included presentations of draft public investment programs for the construction of the Ajapnyak station of the Yerevan Metro, the modernization of the Yerevan Metro, urban energy solutions and mobility development, and wastewater management in the Lake Sevan basin. The further progress of the Kap Reservoir and gravity irrigation system construction projects was also discussed.
Aneta Babayan, Director of the Yerevan Development Investment Programs Implementation Office, presented the draft state investment program "Construction of the Ajapnyak Station," emphasizing that the program will improve Yerevan's multimodal transportation system, modernize and re-equip the Yerevan Metro, and ensure safe operation, high reliability, and quality of service. Details of the program's implementation and investment management plan were presented. The program's economic feasibility, socioeconomic benefits, and environmental impact were discussed.
At the meeting, individual project components were discussed, and comments were made on practical steps aimed at the effective implementation of the program.
Aneta Babayan also presented the draft Yerevan Metro modernization program. She noted that the program's implementation will alleviate congestion on ground transportation through multimodal connections, develop environmentally responsible transportation, reduce air pollution, and improve the quality of transportation services for residents of the capital. A broad exchange of ideas took place, emphasizing that the program should be implemented in stages, in accordance with priorities, taking into account the internal substantive interrelationships.
The next item on the agenda was the presentation of the draft public investment program "Electric Urban Solutions and Mobility Promotion." Existing challenges were mentioned, including those related to handling large passenger flows, insufficient transport capacity, inconsistent service quality, high operating costs, and high levels of air pollution. In this context, it was presented that the project's implementation will contribute to the development of Yerevan's transportation system by modernizing public transportation and introducing high-performance, energy-efficient rolling stock that ensures safety, reliability, and service quality. It was emphasized that this project initiates a program to replace public transportation with fully electric rolling stock. The discussion emphasized the importance of modernizing rolling stock and improving the quality of public transportation services in the context of dynamic passenger growth, as well as the programs to be implemented in this regard.
As part of the agenda, Aramazd Ghalamkaryan, Chairman of the Water Resources Committee of the Ministry of Territorial Administration and Infrastructure, presented the draft public investment program "Wastewater Management in the Lake Sevan Basin." Details were provided on the current state of existing treatment facilities and the proposed technical solution. It was emphasized that the program is planned to be implemented in three stages: modernization of existing treatment facilities and improvement of biological treatment, construction of new treatment facilities in medium-sized agglomerations, and construction of small, separate treatment facilities for isolated and small rural settlements. The meeting discussed issues related to the program's scale and management process, as well as the possibility of implementing it in various formats.
Following the discussions, the aforementioned projects were approved.
Aramazd Ghalamkaryan also discussed the further advancement of the Kaps reservoir and irrigation system construction program. A presentation was given on completed projects, including the construction of a drainage system from the Akhuryan River, the dismantling and reinforcement of the inlet and outlet of an irrigation tunnel, the installation of an early warning system, vegetation clearance, and more. The current situation and challenges encountered during the implementation of the projects, the resources required to complete the program, and plans for its transformation and expansion were then discussed.
The State Investment Committee discussed the issue and approved the submitted proposal for program completion.
