The OPEC Fund for International Development will provide Armenia with a loan of 80 million euros aimed at supporting the state budget

ArmInfo. The OPEC Fund for International Development will provide Armenia with a €80 million loan aimed at improving the competitive environment and attracting investment. At its meeting on September 3, the Armenian government deemed it appropriate to conclude a corresponding agreement with the Fund.

The project's rationale emphasizes that the implementation of measures and reforms in a number of areas is a prerequisite for receiving budget support funds. The reform framework is identical to the €170.3 million loan agreement signed between the Republic of Armenia and the International Bank for Reconstruction and Development on June 3 and 8, 2026. The reform framework includes investment and trade liberalization and

promoting competition and implementing investment and customs reforms.

Under the Agreement, the OPEC Fund undertakes to provide the Republic of Armenia with a budget support loan in the amount of EUR 80 million with a floating annual interest rate of 6-month EURIBOR + 1.56%, which amounts to 4.241% (2.681% + 1.56%) as of July 30, 2026. The loan has an 18-year maturity, including a five-year grace period. Loan servicing payments will be made semi-annually – on January 15 and July 15 of each year. The principal debt will be repaid on July 15, 2031.
