ArmInfo. Currently, 1.815 million people are beneficiaries of the universal health insurance system. This was announced by Deputy Minister of Health of the Republic of Armenia Samvel Kharazyan at a government meeting on September 24.
According to him, approximately 50% of insured citizens, or approximately 850,000 people, have already received some form of medical service under the universal health insurance system. Accordingly, the Universal Health Insurance Fund has made the necessary contributions to the healthcare organizations that provided these services. A total of over 150 billion drams have been allocated for these purposes. The Deputy Minister did not rule out that the volume of assistance provided could increase in the fall, due to the seasonality of the spread of acute respiratory viral infections.
It should be noted that at the government meeting, an amendment was made to the Cabinet decision of December 30, 2025, bringing it into line with the Law "On Universal Health Insurance." Specifically, in accordance with the law's requirements, the concept of terminating an insured person's beneficiary status, as well as the conditions, grounds for obtaining and terminating the status of a payer or non-payer of insurance premiums, have been removed from the draft government decision.
As a reminder, the system's implementation began in January 2026 and is scheduled for three phased years. During the first phase, free medical care will be available to children under 18 and individuals over 65. The rest of the population will be gradually included over three years. A basic annual policy in 2026 costs 129,600 drams (approximately 10,800 drams per month). Part of the premiums is reimbursed by the state. Citizens with incomes above 200,000 drams pay the premiums themselves. Individual entrepreneurs and foreigners with permanent residence pay the full amount themselves. A special state fund has been created to monitor and manage the system.
