The Central Asia and Caucasus Direct Investment Fund (CACPEF) is being established with the joint participation of the China Investment Corporation (CIC), the Oman Investment Authority (OIA), the Uzbekistan Fund for Reconstruction and Development (UFRD), the Turkish OYAK Fund, the Eurasian Development Bank (EDB), and Shenwan Hongyuan Securities Co., Ltd. The fund aims to invest in promising companies in Central Asia and the Caucasus, combining long-term capital and industry resources to support the industrial development of Central Asia.
The Central Asia and Caucasus Direct Investment Fund (CACPEF) is being established with the joint participation of the CIC, OIA, Central Asian sovereign wealth funds, regional development banks, pension funds, and other financial institutions. The fund will invest in promising companies in Central Asia and the Caucasus, combining long-term capital and industry resources to support the industrial development of Central Asia.
Representatives of the participating organizations noted that, as institutional investors, they share confidence in the development prospects of Central Asia and the investment opportunities arising from deepening trade and economic cooperation between China and the region. CACPEF will pool the capital, experience, and business connections of institutional investors from China, the Middle East, and Central Asia. Drawing on its partners' expertise in international investment, knowledge of local markets, and comprehensive financial services, the fund will help regional companies gain access to their partners' industry expertise, technologies, and market resources, expand investment cooperation in the region, and promote sustainable economic development.
The Bank also stated that EDB's participation in the CACPEF initiative is consistent with the Bank's Strategy for 2027-2031, one of the priorities of which is attracting international capital to member states, including through specialized funds.
"Companies in Central Asia and the Caucasus need long-term capital to expand their businesses and enter new markets. Working with partners from China, Oman, Uzbekistan, and Turkey will combine international investment opportunities with our knowledge of the region. For EDB, participation in the preparation of the fund... "One of the ways to attract additional resources to the economies of member states and support the growth of regional companies," noted Daniyar Imangaliev, Deputy Chairman of the EDB Management Board.
The initiative is part of the EDB's efforts to expand partnerships in China and the Middle East. On October 6, 2026, the EDB and the Ministry of Finance of Oman signed an agreement on the terms of the Bank's presence in the Sultanate, marking the first step in Oman's accession to the EDB. The Bank also has a representative office in the Abu Dhabi Global Markets Group (ADGM). In October 2026, the EDB placed its inaugural dim sum bonds in Hong Kong.
The Eurasian Development Bank (EDB) is a multilateral development bank investing in Eurasia. For 20 years, the Eurasian Development Bank (EDB) has been promoting the strengthening and expansion of economic ties and the comprehensive development of its member countries. As of the end of June 2026, the EDB's accumulated portfolio included 348 projects with a total investment volume of USD 22.1 billion. The bulk of the EDB's portfolio is made up of projects with an integration effect in transport infrastructure, digital systems, green energy, agriculture, industry, and mechanical engineering. The Bank is guided by the UN Sustainable Development Goals and ESG principles in its activities.
As part of its Strategy 2022–2026, the EDB is implementing three megaprojects: the Central Asian Water and Energy Complex, the Eurasian Transport Framework, and the Eurasian Commodity Distribution Network.
