"The bloated system of public administration with unreasonable luxury of visible and invisible departments, duplication of functions and spheres, an inefficient and uncertain mechanism of responsibility, became an unjustified burden for taxpayers and a serious barrier to the development of Armenia's competitiveness," the 5-year program reads.
According to the authors of the document, Armenia needs a flexible, dynamic, and competitive system of government with effective costs. To this end, the government intends to embark on the path of consistently abandoning duplicate functions in state structures and, as a result of their optimization, to increase the efficiency of funds spent.
Based on the assessment of performance as a result of the reforms, the state apparatus will be reduced, which will have a positive impact on the management of state resources.According to the document, the key approaches of the government to solve current problems are: in terms of general and sectoral policy, annual measurable and final target results should be established, indicating the specific beneficiary, and the goals of the resources being distributed should be available to the authorities and society. Each implemented program should flow from the policy of the Cabinet.
In terms of managing state resources, it is proposed to spend them efficiently, usefully and economically. In this direction, the need to eliminate duplicate functions, as well as the possibility of delegating a number of related powers to the private sector, is noted. The government should refrain from creating various state non-profit organizations (SNCOs), Funds, the Bureau for Program Implementation and the Joint-Stock Company, and the functioning of the existing ones should be suspended if they fail to substantiate their existence within the framework of the above approach. - In order to ensure transparency and accountability of the public administration system and to overcome administrative corruption, the importance of introducing electronic tools in the provision of public services in order to minimize communication between citizen and state is noted. The government also aims to organize credit and grant programs, funded by international donors, based on national procedures.
