ArmInfo. Prime Minister of Armenia Karepetian intends to demand from each minister to submit concrete proposals on the further development of the department headed by him. "Each minister will have to study the activities of the department he heads over the past three years, and the promising head of the department will have to leave, and anyone who submits a normal program will receive his post in the future government in advance," he said at a meeting of the Government on April 7.
Arman Sahakyan, head of the State Property Management Department told ArmInfo that according to the results of the economic analysis of 194 enterprises with state participation in 2013 and 2014 and 2015, he made a report on their profitability and effectiveness. According to the head of the department, the average profitability of enterprises by assets was 1.2%, the assets amounted to 752 billion 225 million 558 thousand AMD, total profit 8 billion 947 million 800 thousand AMD. It was stated that according to the program of privatization of state property for 2017-2020, privatization of 41 trade organizations with state participation is envisaged.
After hearing the report, Karen Karapetyan noted that the financial and economic analysis of the organizations' activity revealed the fact that those who recorded high profitability indicators are enterprises receiving state orders. As the prime minister believes, this circumstance indicates that only that sphere or company fixes profit, where there is government interference.
As the Prime Minister stated, it is necessary to increase the profitability of all enterprises. "The fact that the average profitability for today is very low does not at all mean that we should continue to fix the 6% yield," he said. In this regard, the head of government instructed all heads of departments to submit concrete proposals on the development of their spheres.
Analysis, according to the Premier, should show which organizations will be privatized, and how many leaders will be given additional time. "For each enterprise, I need to get a forecast of its development," Karapetyan said.
He also instructed to develop a clear timetable, according to which ministers individually will have to provide an analysis of the financial and economic activities of companies with state participation (each in its field) and proposals on their future fate.
